Small companies typically do not provide an environment that is conducive to high capability staff, and if they land there they don't stay very long. I wonder if there is a way around this? From what I've seen, most projects in small companies have Stratum I resources, and these people tend to delay things and tend to be stubborn in their decisions (which delays the project even more). IMO, Stratum I people can have years of relevant experience, but still the same mentality. An excellent article.
